/gov/miit/wjfb/:ministry — This route fetches from https://www.miit.gov.cn/jgsj/{ministry}/wjfb/index.html [2] and relies on extracting cookies from the initial response to make authenticated API calls [3]. The TypeError: Cannot read properties of undefined (reading 'set-cookie') indicates the initial page request is no longer returning the expected set-cookie headers — likely because the upstream page structure or authentication mechanism has changed.

3. Verify/update CSS selectors (currently .clist_con li for zcwj, ul > li for the others)
4. Update any Radar rules to match the new URL patterns
