Add rate/reference to linechart tooltip

### Description

Add a relative change display to the tooltips in the linechart.
Similar to the relative rate in the data cards (selected date compared to reference day) we want to display the relative difference between the selected scenario and the other scenarios in the tooltip of the linechart.
