Add tooltip notice to (external) links #419

Description
Add a tooltip to links (LOKI-Logo, Login menu entry, amCharts-Logo) notifying the user of visiting an external site/link.
Something like [visit hemlholtz.de] or [visit LOKI project page (external)] for the LOKI-Logo should suffice.
Same for the Login entry.
AmCharts Logo already has a Tooltip [Created using amCharts 5] maybe we can extend the Tooltip to add "visit amcharts.com" to it.
