Web Spice (web=true) in csminit

Description

csminit should be able to use web kernels. Maybe with a web=true flag, like spiceinit.

Example

I would like to be able to run csminit like this:

csminit from= my_img.cub isd= my_isd.json web= true

Currently, csminit needs local kernels to work. If run without local kernels, I get this error:

csminit from= tmc_img.cub isd= tmc_img.json
**ERROR** Failed to create a CSMCamera.
**ERROR** Unable to initialize camera model in Camera Factory.
**ERROR** Unable to create CSM camera using CSMState Cube blob.
**USER ERROR** Unable to load leadsecond file. Either the data area is not set or there are no naif####.tls files present.
**ERROR** No existing files found with a numerical version matching [naif????.tls] in [$ISISDATA/base/kernels/lsk].

You can set whether or not to use webspice in IsisPreferences, trying that gives the same error so I think there is some spice call somewhere left not using SpiceQL webspice.
