Add smithed Cassini ISS Titan SPICE kernels to ISIS #5883

The USGS just released updated CK and SPK for ~7000 Cassini ISS images of Titan. The kernels can be found here: https://www.sciencebase.gov/catalog/item/68a5107ad4be02198e361c35.
To maximize the utility of these kernels, it would be great if users could access them using the 'cksmithed' and 'spksmithed' flags when running spiceinit. There is documentation available in the metadata, but please feel free to reach out to me or @lwellerastro with questions.
