Bug in bounding box filter for reading NHDPlus HR data

When using the read_nhdplus_hr() function, if only supplying one HUC4 gdb and using the bbox_filter option, the function throws an error because line 387 in 'nhdplus_utils.py' still uses the 'filter' option instead of 'bbox_filter'.
