need systematic way to handle root:// vs roots:// protocol on those sites that split the two.l

Have run into two SE so far that have root://. supporting GSI authentication but roots:// for tokens.

Need to understand (1) can we get rucio to return roots:// urls in list-file-replicas (2) can or do people configure their RSE's with both protocols explicitly and (3) do the gfal-xxx utilities play nice with roots://
