<h1 class="page-title">Mission-Driven<br>Policy <span class="accent">Innovation</span></h1>
<p class="hero__deck">Policy and regulation are simultaneously <em>overtalked and underused</em> — frequently cited as barriers, but rarely addressed directly. Addressing them means thinking specifically while thinking systemically: getting precise about where a decision is stuck, who holds power over it, and what would need to shift at that point.</p>

<p>Part of the value of this work is diagnostic — distinguishing what is genuinely a policy challenge from what is instead organisational, cultural, or financial, so that effort is directed where policy instruments can actually make a difference.</p>
<p>Engaging in policy innovation is a call to unlock action. It has an enabling and brokering function: getting the right people in the room over a sustained period, helping cities see what is structurally holding them back, and taking pragmatic steps toward change that would otherwise not happen.</p>

<h2><span class="section-num">The shape of the work</span>Interconnected tracks</h2>
<p>The Mission-Driven Policy Innovation work within NetZeroCities developed along three tracks. The first two existed to serve the third — without them, the dedicated settings would have operated in a silo, disconnected from the city relationships and challenge diagnosis that make them effective.</p>

<p>A shared vocabulary and diagnostic capability across the NZC consortium, so that policy innovation settings are built on challenges that have actually been identified.</p>

<p>NetZeroCities' Mission-Driven Policy Innovation work surfaced three consistent requirements across the portfolio.</p>

<div class="card edge-deep"><span class="card__tier t-deep">Learning 01</span><h3>Grounded</h3><p>Policy innovation works best when anchored in challenges cities are already invested in — but those challenges are often structural and need to be connected across governance levels before cities can fully see their relevance and act on them.</p></div>
<div class="card edge-deep"><span class="card__tier t-deep">Learning 02</span><h3>Collaborative</h3><p>Traction depends on partners who are genuine co-producers and brokers — bringing mandate, local knowledge, and relational access that no single actor can effectively replicate alone.</p></div>
<div class="card edge-deep"><span class="card__tier t-deep">Learning 03</span><h3>Sustained</h3><p>To produce transformative rather than incremental change, this work requires dedicated resources and sustained engagement. Single sessions cannot shift governance.</p></div>
