Another potential bug with LaTeX accented characters for arXiv

With the current LaTeX-to-text reformatting function (used for arXiv author lists),

• Ir\v{s}i\v{c} should convert to Ir\vsi\vc, which is not valid TeX (although it may be good for arXiv).
• Kara{\c c}ayl{\i} should convert to Kara\c cayl\i, which might create an extra (wrong) space on arXiv (but remains valid TeX).

I am not sure which of these scenarios is an actual issue (both render correctly in TeX to begin with), as I have not checked how they work on arXiv.

In the cosmodesi fork, I have hopefully fixed both without breaking others by parsing LaTeX with pylatexenc to Unicode, which arXiv should accept; the function can be seen at L71 in mkauthlist.py.
