[Sub-Ghz] Refactor concept of protocol ignorance

Describe the enhancement you're suggesting.

Conceptually:

• Make a separate menu in settings with list of all protocols and config for them
• Persist and use in Read
• Expose API for reading that list, so apps could use it (point of discussion)

Cons:

• The list can be long, so UX can be poor
