IMPLEMENT: The ability to edit a thread title

• For admins/mods, a thread title should always be editable

Just FYI @DarthHater, I'm gonna take a look at this one. If you get a chance, is the idea to have a superuser and a normal user, or to split it into several different roles?

Bare min is superuser and normal user, more ideal is:

• Admin (can edit anything)
• Moderator (can edit some things)
• Elite (think VLV+) (can edit their own stuff)
• Regular (can edit thread titles for X minutes, maybe posts too)
• Muted (can't edit anything)
• Banned (can't do ANYTHING)

I think those will make sense, you get the idea. Based on a role we could decorate certain endpoints to say yep, this will work with this role, etc...
