Provide option for summary to include access-controlled metadata

It would be desirable that the "headline" counts on the Data Portal home page display the overall counts for all projects, both open access and managed access., with no facet filters applied.

The minimum set of counts would include Cells, Organs, Donors, Projects and Labs.
Returning overall summary counts of other entities may also be acceptable.
