📝 remove package tags from changelog entries
Stop appending package scope tags (for example [RUM], [LOGS], [WORKER]) when generating changelog entries. This reduces noise in the changelog and keeps release notes focused on the change itself. Also removes the now-unused getAffectedPackages helper.
