[ABLD-268] Start folding openscap dependencies into a unified build.

• Depend on the deps and install from openscap step.
• Delete the corresponding omnibus files
• Fix up their license information along the way.
• Adjust the deps:all_deps hack to cover this change for now.

• When we migrate openscap to Bazel, just depend on the libraries.
