release(lustre): cut beta 1.5.1b1

Cut a beta pre-release off this branch with the 2.15.x get_param fix and the
WARNING-on-command-failure change. Bumps __about__.py to 1.5.1b1 (PEP440 beta;
the current 1.5.0 is stable) and folds the changelog fragment into CHANGELOG.md.
