chore(docs): improve config-system skill (#2339)
## Summary Tighten the config-system skill and add to it a section explaining that our desired end-state is to eliminate saluki-components dependency on agent-data-plane-config. This should help prevent further dependency entrenchment as we migrate to typed config. ## Change Type - [x] Non-functional (chore, refactoring, docs) ## How did you test this PR?
