[RP] Geometries outside of PR bounds

I am testing out the data to compare them against OSM data at https://schulabgleich.osm-verkehrswende.org/bundesland/RP
(This project is alpha and not really public, yet.)

I pull the CSV and compare it against OSM data.

It looks like the CSV has quite a few geo coordinates that are way outside the bounds of Rheinland-Pfalz

(There is a chance that this is an error in my app; I did not verify the raw input data, yet.)

This does look like a problem in the source data. This school for example does list its location as South America: https://bildung.rlp.de/schulen/einzelanzeige?tx_udgschooldatabase_schoolsdetails%5Baction%5D=detail&tx_udgschooldatabase_schoolsdetails%5Bcontroller%5D=Query&tx_udgschooldatabase_schoolsdetails%5Buid%5D=12824&cHash=36f2d4a5eafc7d85a8a182a26ec550b3

I've actually now closed #193 since we discovered at the end of last year that the WFS provides worse data than the scraping that we do already. The only way to fix the original issue here would be to contact the RP administration and ask them to fix the links on their school pages I think.
