Running this in development mode

Hi, i know its a old repository, but whenever i try to run this in development mode it just wont work.
It keeps giving me this error

I have set the proper info in the .env file.

This usually happens when it cannot connect to iLO itself.
How do you have installed it? As Bare metal installation or with Docker?
