Action - Psalm Static Analysis - Long Duration

I noticed that the Psalm action is taking over 80mins to run on a client site.

Making this to track progress on improving the duration so that it is more practical.

Disabled automatic running in every project as a starter in 3d68674

During the projects infancy, these are not as useful to always be running, and as the code base changed rapidly, caching solutions and similar will have little impact, so this is an initial step in improving these flows.
