No telepath chat and ability when rolling psionics while wearing item that gives psionic ability

Description

When wearing patchwork gloves and getting a psionic power, you don't get access to telepath chat and don't get any psionic ability.

Reproduction

1. Wear patchwork gloves
2. Successfully roll psionic powers (for example, glimmer 250+, drink 30u lotophagoi oil)
3. Accept psionic powers
4. You should get additional psionic ability and access to telepathic chat, you don't get nothing
5. Take patchwork gloves off, no more dispel
6. Now it's impossible to roll psionics ever again

Additional context

Didn't check it myself, but i believe that the same thing happens with any item that gives psionic powers (Mysta suit, unsulated gloves, invis cloak, etc.).

Can't replicate this exact thing (in my trials i still get telepathic chat), although i know it happened somehow.
Though, if you wear any of the psionic clothing and then roll the same psionic power that the clothes give you, then unequip the clothing, you lose your psionic power, which should not happen.
