Step 2 seems very vague?

I don't understand what Step 2 of the Readme wants me to do:

2. Use any Tools that generate a steam_settings folder. (You can just copy the steam_settings.EXAMPLE folder and edit the configs, easier for many people)

"just edit the configs" okay... what exactly am I supposed to be editing? Why is this so vague?

I see the steam_settings.EXAMPLE folder, with many files inside. Does "editing the configs" just mean removing the .EXAMPLE from each file? That seems very time consuming and doesn't make much sense.

I tried searching and all I could find was a suggestion to use gbe_fork_tools to generate the steam settings folder, but when I go to that Github it says it's no longer updated. While searching around there it says to use something called gen.emu.sharp so I found that Github and downloaded that, but there's zero instructions on what I'm supposed to do with it. There's two exe files: console.gen.emu.cfg.exe and createdump.exe but they don't seem to do anything that I can tell. Maybe I'm supposed to place one in a folder and run it, but again, there's zero instructions so I don't know.

What's going on here, why does this seem like I need to solve a puzzle?

First, create the default settings, and then, if you like, you can customize them by copy paste the example settings to the appropriate places.
