make the home page slightly scrollable (bouncy)

currently, the homepage is fully static with no scroll or scroll feedback. this lack of any scroll response makes the page feel slightly rigid/unresponsive.
so, try to introduce a subtle bounce (overscroll) effect when users attempt to scroll, without making the page actually scrollable.
