Add a way to hook the plot server to Bluesky's 0MQ proxy

The Bluesky 0MQ proxy can contain [`RemoteDispatcher`s](https://blueskyproject.io/bluesky/callbacks.html#subscriptions-in-separate-processes-or-host-with-0mq) that are able to run callbacks on events. This allows us to hook in a plot component to visualize data from a plan's execution.
