Add entry point plans for the attenuation

There need to be entry point plans for the i19-{1,2}-blueapi instances to be able to trigger the attenuator plans. These plans should inject the AccessControlledAttenuator device.

• it's possible to call a plan from a hutch instance of blueapi that tries to set the transmission
