Debian image is not responsive

I just downloaded Debian image and flashed my SD-Card. 
Without "sudo" you can't do anything and with sudo you must wait near minute for the system to respond. What could be the problem? Is image broken?
for example:
sudo ifconfig -> timeout
ifconfig -> bin bash error
