Module for accurate carbon intensity factors from ElectricityMaps

There already is an ElectricityMaps module which uses the 2024 average factors for each region.

We need to add a more accurate implementation using the CarbonIntensity API to get the exact factors per half hour slot

The ElectricityMaps API allows to query for provider + region which would simplify the logic a great deal
