Minor issue: the requirements.txt file is encoded as a UTF-16

This causes the "less" command not to be able to show it since it thinks it's a binary file (even if I set $LANG and $LANGUAGE to UTF-16).

I converted it to UTF-8 and the issue is gone for "less":
iconv -f UTF-16 -t UTF-8 requirements.txt -o requirements.txt2

I suppose it can also be converted to simple ascii as it does not contain any non-English characters:
iconv -f UTF-16 -t ASCII//TRANSLIT requirements.txt -o requirements.txt2
