Upgrade: Hyrax version

Derek recommended Hyrax upgrade over the next 1-2 years. We will discuss with Cottage Labs and ask about the process and get clarification if upgrade to SOLR8 needs to come first (as well as other dependencies/changes).

We are beginning to start to talk about the upgrade, some notes discussed with Cottage Labs:

• Moving off Fedora
• Derek mentioned that the new version of Blacklight 7.4 drops saved search history
• Anusha said when we upgrade to Hyrax 5 it will be on the new version of Blacklight 7, it'll still remain Rails 6 (but eventually we'll want to upgrade to 7 because it's end of life
• Bulkrax will continue be the same version
• SOLR will upgrade as well (either new version should be fine)
