UX: Disable link for Private Files for Public and WPI users

For public metadata records with private files (https://digital.wpi.edu/show/vh53wz780), we want to disable the file link located at the bottom of the record (under the Title field where it says "File"). This is for Public AND WPI users. Hyrax Admins should still be able to access the file.

The link is misleading for Private files because while it says "You are not authorized to access this page" in the following page, the login leads users to think they still can access the file
