Add "Documentation" link to Help menu

Added a "Documentation" menu item to the Help menu that opens the project's online documentation in the user's browser. Included a new icon and resource string for the link, updated designer and resource files for all supported languages, and handled the click event in MainForm and MenuHelp. Minor UI and resource adjustments were made for consistency. No changes to existing functionality.
