Building dx fullstack app without dx-cli

Is there a way we can build a dx fullstack app without using the dx-cli binary?

I'm looking to build it in a bazel based build; where getting a dx-cli installed will be hard. However it looks like the build runs a bunch of cargo commands; having them documented somewhere would allow us to just build the app without dx-cli.
