Bot cannot handle voices disappearing

With upcoming gCloud voice changes, I am expecting a good amount of voices to disappear and be replaced by new versions, currently this will most likely cause broken TTS for everyone using a set voice/server_voice to a removed version until they reset their voice manually, however the bot should handle this automatically.
