Add user setting for scenario, blueprint cost multiplier & upgrades

When viewing a blueprint in detail I may like to retrieve the information about the blueprint in relation to my own save-game. E.g. how much would the blueprint cost for me.

Describe the solution you'd like A clear and concise description of what you want to happen.
The blueprint cost should be calculated and shown based on the save-game settings.

Describe alternatives you've considered A clear and concise description of any alternative solutions or features you've considered.
An save-game upload would also be useful to automatically set the settings based on the provided file.
