Fix-all for solution is not offered for various fixes even though there are occurrences outside the document

Sorry about the last one, but this one is legit. There is an option to fix all in document but not solution even though there are hits in more than one file for:

• REFL008
• REFL014
• REFL029
• REFL036

I often expose only document for new untested fixes, enabling project and sln is easy.
And yes we can enable it now.
