Configure and cap specific enchantment book types

Let us configure and cap specific enchantment book types we want to via a config file

So we can prevent stuff like protection 100 from being a possibility if we want but keep other enchantments ie; knockback to let you got to knockback 10 or 20 (if that is what we as world owners wish)

As far as I can see on 1.20.1 / forge this isn't a possibility currently which is a shame. Can't speak for other versions. Would be excellent if this feature was added imo.
