[Feature request] Targeted temp

I remember MSI Afterburner in Windows had this handy "target temperature" feature or something like that. It sets a target temperature without adjusting curves or anything like that, and the video card automatically tries to maintain the set temperature. It would be cool to have such a feature on Linux.
I'm not sure how it worked, but even a video card with liquid cooling, which can't be controlled through "fan speed" value, was easily adjusted and seemed to set all the curves itself, or at least that's how it felt.

Can’t test it anymore since I don’t have a desktop with an NVIDIA GPU, but I’ve added a new --target_temp flag. Let me know if it works.

I tried this command:
nvidia_oc set --index 0 --power-limit 95000 --freq-offset -200 --mem-offset -2000 --target-temp 60

$ nvidia_oc get --index 0
GPU core clock offset: -200 MHz
GPU memory clock offset: -2000 MHz
GPU power limit: 95 W
GPU power limit range: 95-200 W
Segmentation fault (memory image flushed to disk) nvidia_oc get --index 0

Temperatures were 65 degrees Celsius under sustained load before setting the flag, and they're still the same after. If I increase the power limit, the temperature immediately skyrockets.
It's possible the liquid cooling on my graphics card has stopped working altogether. I'll replace the cooling and try this flag again.
