Allow the user to choose how stuff like %u works. #2

For example, the user could choose to either not pass along the command-line arguments, or the user could choose to have a window pop up that gives the user the option to choose the files or URLs the user wants the .desktop file to open.

So basically, something like Firefox from Linux Mint's .desktop file has firefox %u in it, which would have an address passed onto it. If the user wants to allow passing along arguments to the app, then a window would pop up here with a textbox for the user to type in, drag, or browse to what they want. Or maybe it could be from the command line, if a window would be too much work.
