Assess .NET IOT library again for usage with DCS

.NET 8 adds support for various calls that are currently provided by the LinuxApi library. In addition, the .NET IOT package has become more mature, so it might be feasible to dump the LinuxApi package and to replace it with native .NET 8 and .NET IOT calls.
