Merge branch 'ykim/frontier/Nov2024' into next

This PR updates the machine and compiler files for Frontier (Nov. 2024), including the following:

* Recovery of ADIOS2 support
* Loading of the libfabric/1.15.2.0 module
* Correction of typos

[BFB] no baseline for Frontier yet.
