As discussed in the Omega group meeting a little while back, we need Omega code additions equivalent to: https://github.com/E3SM-Project/E3SM/blob/c16735416b748a7dd64be60f28d5223589a9a276/components/mpas-ocean/src/shared/mpas_ocn_transport_tests.F to support the sphere-transport tests in Polaris.
