Observational and Reanalysis Datasets used in E3SM Diags

A list of available datasets can serve as a basis for collaboration on datasets. This thread hopefully can be used for suggestion and discussion on new and updated datasets. Also,
inspired by a conversation with @rljacob and @xylar, I'm in the process of considering and rethinking the directory structure and data format for E3SM analysis data. A list is helpful on this front as well.
