[Doc]: Installation docs need to be updated #799

@yunpengshan2014 reported that wget https://raw.githubusercontent.com/E3SM-Project/e3sm_diags/main/conda-env/prod.yml in the installation documentation is broken. And it turned out that prod.yml has be removed and be replaced with yml files for dev.yml. Other instructions on the same doc page may also need a review.
