[Feature]: Update GPCP datasets #995

Thanks to @XiangleiHuang
GPCP team put out a new version of this dataset early this year, v3.3. It has a global-mean precipitation even higher than v3.2, figure attached. However, the time series of v3.3 shows much higher year-to-year variation than that of v3.2.

Describe the solution you'd like
we should plan to include v3.3 in e3sm_diags analysis dataset in addition to v3.2, and perhaps retire v2.
