Cosine bell convergence fails

The convergence test ocean/spherical/icos/cosine_bell fails. Need to evaluate whether to change namelist options or change threshold for passing.

Hmm, I just tested all the tasks in Polaris in #221 and I didn't see this failure. I wonder if something unexpected changed in MPAS-Ocean and the recent update in the E3SM-Project submodule (#228) brought it in.

@cbegeman, I just ran ocean/spherical/icos/cosine_bell with MPAS-Ocean on Chrysalis (Intel, OpenMPI) and it passed:

          execution:        SUCCESS
          runtime:          0:00:03

I'm running with the E3SM-Project submodule on the current main, so pretty close to the current E3SM master.
