Create documentation on how users can get access to Grafana Dashboards

The APEx documentation should contain a section on how users can get access to the Grafana dashboards.

This is also related to https://github.com/ESA-APEx/projectmanagement/issues/8. However, we can start with some basic documentation and update this whenever the user interface is ready.

@JanssenBrm by users, do you mean APEx end-users or partners? (such as yourself).

I think the Grafana instance won't be the same for these two types of users.
