Add water tagging configuration capability #419

What is the feature/what would you like to discuss?
When water tracers are enabled in a weather or climate model, one of the common scientific use cases is to create "water tags" that mark the water coming from a specific location (e.g. ocean evaporation over the Tropical Atlantic), and allow a user to track where that water goes and how it interacts with the larger hydrologic cycle and surrounding regions.
Historically this was done by modifying the source code. However it might be beneficial to have a newer, alternative method that is easier to configure than editing Fortran code directly. This could potentially involve setting namelist or other configuration parameters, or passing in a new data file that contains all of the relevant water tagging information.
Please note that this feature is not a strict requirement for implementing water tracers and/or isotopes, but could make future work significantly easier.
