CAM-SIMA tests with multiple history tapes configured = NLFAIL

What happened?

1. CIME checks to ensure there are not duplicate namelist entires in atm_in as part of the namelist comparison to baselines
2. CAM-SIMA history creates one namelist entry (&hist_file_config_nl) for each history file.
3. The result is that any test with multiple history files yield NLFAIL

What are the steps to reproduce the bug?

1. Check out the head of CAM-SIMA
2. Run the tests from $CAM-SIMA/test/system - env CAM_FC=gnu ./test_driver.sh -f
3. Observe the NLFAIL and inspect the TestStatus.log file to see the error from CIME.
