Need to replace internal CAM-SIMA input data streams with CDEPS #461

What is the feature/what would you like to discuss?
In CAM much of the code for reading and interpolating file data is developed and managed internally. However, this adds a maintenance burden on the core development team, and can result in missing out on features and bug fixes provided by others.
To help alleviate this burden, and align CAM-SIMA with other CESM components, it would be good to replace these internal routines with CDEPS, which should be able to handle the file reading and time/space interpolation needed for CAM-SIMA.
