CARMA does not run with RRTMGP

What happened?

In the latest development version, CARMA does not run with RRTMGP using cam7 physics:
configure ERROR: The CARMA microphysics package does not currently work with RRTMGP

The problem is that radiation information is not initialized before carma create, which causes a problem.

What are the steps to reproduce the bug?

Current test case:

What CAM tag were you using?

alpha07e

What machine were you running CAM on?

CISL machine (e.g. cheyenne)

What compiler were you using?

Intel
