Remove DATM_CO2_TSERIES streams for latitude bounds

Because of #358 the options for DATM_CO2_SERIES that have latitude bounds should be removed since they don't work correctly.

Here's the list from the stream_definition_datm.xml file:

@slevis-lmwg I suggest you take this on as part of #375. These options don't work correctly so you might as well remove them.
